Penalty points 'have little impact'

Drivers have complained that giving penalty points to those who are caught speeding has little effect on reducing re-offending.
According to a survey carried out by The A&A Group, the current system is insufficient to act as a deterrent to drivers.
They also suggested that the penalty points system is unfair in its present form.
Just 36 per cent of respondents claimed that using penalty points on licences worked to deter drivers from speeding, with the majority suggesting that new methods need to be looked at to reduce the number of people speeding on Britain's roads.
Experts are calling on the government to begin a comprehensive debate on the issue of what can be done to tackle speeding drivers, looking at all areas of motoring, including the part that can be played by car insurance.
Educating drivers rather than criminalising their actions is one method that many road safety experts prefer.
